I never found Harambee to be scary, but then I'm really only familiar with the areas along North Avenue and MLK. True, some of the commercial buildings are run down, but few are unoccupied.
Note that "Mee" left a similar comment on the main tag for the City of Milwaukee. Nice.

I've seen references to this building that call it a Research Building or Pilot Plant. It's possible that this was its original use, before the larger scientific building was built to the north.

The date of construction mentioned in the article (1913) seems improbable based on the style of architecture. They may have confused this building with the Paint Shop, which was also purchased by the same developer and which may have once been an R&D building and pilot plant.
